I had a Western Digital external harddrive that I was having problems with it showing up in windows. It would eventually show up after a really long time, but I needed quicker access to it. The way I got it to show up was to make sure it was powered up and connected to the computer and then restarting the computer so the drive was detected during POST. Worked like a charm.
